HOU employs 250 full-time employees and 2,000 part-time lecturers and tutors. Most courses are at the undergraduate level. Currently, roughly 55,000 students are enrolled, of whom 65% of which are distance learners, 12% are part time, and 13% are both full-time and face-to-face learners. Most educational activities, e.g. independent modules, face-to-face courses, registration, and examinations take place at one of 45 local HOU centers in 25 provinces throughout the country. HOU has helped the Ministry develop a Master Plan for Distance and E-learning infrastructure and capabilities, examining all potential learning media. HOU itself uses print, audio-video and computer-based learning materials. In 2008, HOU promotional materials confirmed the intention to utilize print-based materials in the long term, due to ease of access and cost effectiveness issues. However there is emphasis on developing computer-based materials where appropriate.
