Ho Chi Minh City Open University (HCMCOU) was founded in 1993, in Ho Chi Minh City, Vietnam. It is considered to be a 'semi-public' organisation and the country's first open university, offering a range of programmes from certificates and diplomas to undergraduate and postgraduate degrees. Options include pure distance learning, on-site classes, and satellite academic centers. e-Learning does not seem to figure prominently.
HCMCOU seeks to meet the various learning needs of Vietnamese society and improve the 'human resources' of the country.
