A Newly created institution is a concept taken from the UNESCO "Virtual Universities" classification scheme.

This means an institution created specifically in recent years to operate wholly or largely in e-learning mode. By "recent years" we normally mean "on or after 1996".

Note that the institution may no longer be in existence, such as UKeU.
